James Walkinshaw is the former Chief of Staff to Virginia Congressman Gerry Connolly and currently serves as an advisor to MeriTalk, where he coordinates engagement with Capitol Hill and contributes editorial content on Federal IT policy issues.
For more than a decade as Congressman Connolly’s Chief of Staff, James provided advice and counsel on legislative, communications, media, and political strategy, while coordinating policy efforts with the White House, House Leaders, the New Democrat Coalition, the House Committee on Oversight and Government Reform, and state and local officials. He was involved in dozens of major legislative efforts, including passage of the Affordable Care Act, the Federal Information Technology Acquisition and Reform Act (FITARA), the Telework Enhancement Act, the Modernizing Government Technology (MGT) Act, and Federal employee pay and benefits enhancements.
