Louis (Lou) Charlier has more than 30 years of leadership and transformational experience in the military, private, and public sectors initiating and implementing enterprise-wide, IT capabilities and strategies. He currently serves as the Deputy Chief Information Officer at the U.S. Department of Labor (DOL) in the Office of the Chief Information Officer (OCIO). Mr. Charlier and his team provide enterprise IT services to more than 15,000 customers, in 19 Department Agencies, at 600 locations across the country.
Currently, Mr. Charlier guides and oversees IT program planning and execution. He supports the operational infrastructure of more than 250 mission-critical applications for the Enterprise IT environment. He also provides strategic, tactical, and managerial leadership to federal and technical staff.
Mr. Charlier has led several transformative actions at the Department. Among Lou’s many accomplishments, he has led a multi-year IT Modernization initiative designed to integrate nine independent IT infrastructures into a single, cohesive Departmental IT infrastructure. Seven independent Agency IT structures have merged, resulting in an annual savings of nearly $17 million.
Concurrently, Mr. Charlier identified and led additional enterprise-wide capability improvements with the goals of modernization and cost savings. The support of the DOL end user is primary to his accomplishments including 24/7 access and ability to work anywhere by moving Department email to the Cloud, improving and expanding collaboration capabilities, and adding user-friendly functionalities such as Microsoft Office 365 and Cloud SharePoint. He also renovated the Department’s discovery capabilities to support the Freedom of Information Act (FOIA) and has expanded the Department’s data storage capacity. His leadership on these initiatives are projected to save over $23 million annually.
Recently, Mr. Charlier stood up the Department’s Robotic Process Automation (RPA) enterprise-IT capability. The software application tool automates repetitive tasks, allowing staff to shift to higher-value mission work. To date, four RPA bots have deployed to speed up acquisition and IT processes, and five additional bots are in the pipeline for the Department.
Mr. Charlier also established an internal IT Roadmap reflecting the new projects and overarching work across OCIO. He understands change is a constant activity within IT, and communication and collaboration is fundamental to shifting priorities when needed to ensure overall success.
Prior to the Department of Labor, Mr. Charlier acquired broad experience in advanced technology and large-scale distributed systems development and engineering while serving as the program manager for several Department of Defense (DOD) IT programs. He began his IT career in the U.S. Navy, where he was honorably discharged as a Data Systems Technician.
Mr. Charlier holds a Bachelor of Science in Computer Networking from Strayer University. He is a certified Project Management Professional (PMP), Certified Information Security Manager (CISM), ITIL Practitioner Certification (CCRM), and ITIL Foundation Certification.
