Michael Goulding

Mr. Goulding is currently the Deputy Director of Cyber Operations supporting the National Nuclear Security Administration (NNSA), Office of the Chief Information Officer to achieve the integrated application of NNSA and U.S. Government cyberspace capabilities and processes to synchronize in real-time the ability to detect, analyze, and mitigate threats and vulnerabilities; and outmaneuver adversaries in order to defend designated networks, protect critical mission systems, and improve information sharing with key U.S. and allied partners.
Mr. Goulding has been working in the Information Technology (IT), Information Assurance (IA) and Cybersecurity profession for more than 27 years. This time covers active-duty military supporting the U.S. Navy and Federal Service.
Prior to the NNSA, Mr. Goulding was the Chief Information Security Officer (CISO) for the U.S. International Development Finance Corporation. Prior to this position, he was an IT Program Manager for the U.S. Navy supporting the IT operations of the Navy Operations Center within the National Military Command Center (NMCC) and supporting the Continuity of Operations (COOP) and Continuity of Government (COG) programs for the OPNAV staff in the Pentagon.
Mr. Goulding specializes in Cybersecurity and Policy and Planning, was awarded the Superior Civilian Service Award from the Department of the Navy, 1/24/19. He has a master’s degree from Boston University in Project Management and became a Certified Information Systems Security Professional (CISSP) in 2016.
