Robert Schadey
Defense Counterintelligence and Security Agency
Robert “Rob” Schadey was appointed Portfolio Acquisition Executive (PAE) for Trusted Innovation at the Defense Counterintelligence and Security Agency (DCSA) in November 2025. Guided by the Secretary of War’s Acquisition Transformation Strategy, he leads acquisition reform through digital acquisition practices and data-driven decision-making, with a focus on accelerating delivery of capabilities that support the warfighter.
Prior to his selection as PAE, Mr. Schadey served for 18 months as Program Manager for the National Background Investigation Services (NBIS) program, where he oversaw acquisition strategy, cost, schedule, performance, and technical planning for the Department’s enterprise personnel vetting system.
Before joining DCSA, Mr. Schadey served as Acting Deputy Program Executive Officer for Enterprise Information Systems (PEO EIS) with the U.S. Army. In that role, he led and advised on enterprise digital transformation, stakeholder engagement, and agile delivery of business systems. He also served as Assistant Program Executive Officer and Director of the Business Mission Area, where he was responsible for modernizing the Army’s enterprise resource planning environment, including major initiatives in cloud migration, data analytics, and enterprise integration.
Mr. Schadey began his career as an enlisted computer and network systems specialist in the U.S. Marine Corps, where he served for six years, and later joined the MITRE Corporation supporting the Army’s Computer Emergency Response Team.
Mr. Schadey attended the Eisenhower School at the National Defense University from July 2022 to June 2023, earning a Master of Science in National Security and Resource Strategy and completing the Defense Acquisition Corps Senior Acquisition Concentration. He also holds a Master of Science in Computer Science and Cybersecurity from Capitol Technology University. He is a distinguished graduate of the NDU Chief Information Security Officer Program and holds CISSP and Information Systems Security Architecture Professional certifications. He also maintains advanced Defense Acquisition Workforce Improvement Act certification in Systems, RDT&E, and IT.
Mr. Schadey received the Superior Civilian Service Award, the Meritorious Civilian Service Medal, and the Secretary of Defense Medal for the Global War on Terrorism. He is a member of the Army Acquisition Corps.
