Ryan Dolan
U.S. General Services Administration
Ryan Dolan is the Managing Director of the AI and Data Centers of Excellence at the U.S. General Services Administration (GSA), where he helps federal agencies design, adopt, and scale artificial intelligence to improve mission delivery and public outcomes. His work focuses on practical, responsible AI implementation, including automation, data strategy, and emerging capabilities such as agentic AI.
From 2022 to 2025, Ryan also served as the Manager of the Federal AI Community of Practice, growing membership from 1,600 to more than 18,000 participants across government. Under his leadership, the community delivered large-scale workforce enablement, including over 50,000 hours of AI training for federal staff in Q4 2024 alone, accelerating responsible AI adoption across agencies.
Ryan has led and advised high-impact AI and data engagements with agencies including the CDC, FHFA, and AHRQ, and regularly speaks on AI adoption, governance, and innovation in the public sector—translating emerging technologies into measurable operational value. He has been with GSA since 2022 and has served in the federal government since 2009, including roles at the U.S. Census Bureau and the U.S. Department of Justice.
